In order to fully exert the advantageous location advantage, building the coastal economic area into a new accommodation area of international industrial transfer, a cluster of new developing industries and the new front of northeast China for opening up to outside, Liaoning Provincial Government has made the strategy of “Five Points, One Line” and planning for developing the coastal economic area mainly including Port Industrial Area in Dalian Changxing Island, Yingkou Coastal Industrial Base, Liaoxi Jinzhou Bay Coastal Economic Area, Dandong Industrial Park and Dalian Huayuankou Industrial Park.
Liaoning has abundant development foundation and governs 14 cities and 100 counties covering 148,000 sq km and with a population of 42.71 million, in which urban population accounts for 56%. She has rich mineral resources and the reserves of 7 kinds of minerals, including iron, magnesium, diamond and so on, which are all ranked the first place in China. She has also complete infrastructure and developed transportation conditions, the developing main railway is 3,927 km, the road mileage is 97,000 km including the express highway of 1,849 km running through all cities of Liaoning Province. Her total port handling capacity is 357 million tons, her five airports open 206 international and domestic airlines and she has 183,000 km optical fiber cable as well as ample power supply. Liaoning also has abundant industrial foundation and the raw material industry represented by petrochemical industry and iron and steel industry, machinery industry represented by numerical-controlled machine tools, electricity transmission and transformation equipment and auto industry and the major equipment manufacturing industry represented by aviation industry and shipping hold important places in China. Liaoning Province has strong scientific and educational strength including 28 research institutes of national level with 52 academicians and 77 common colleges and universities with 780,000 students.
Liaoning now has a very rare opportunity. In 2003, the Central Government made the strategy of revitalizing northeast China and other old industrial bases, which brought a distinct historical development opportunity.
